HUMAN RESOURCES SPECIALIST SENIOR (ICEHR-17-2007-Z):
Bowhead seeks a Human Resources Specialist Senior who will be responsible for working in one of five specific areas: Recruitment and Staffing Activities, Payroll Activities, Processing Activities, Classification Activities and Benefits Activities. This position will support the Department of Homeland Security, Immigration and Customs Enforcement expand its workforce and support existing staff. Successful candidates will have experience in Human Resources, preferably in one of the five aforementioned specializations, as well as be able to work will little direct supervision while maintaining a quality output with minimal errors.
This is a telecommuting position.
Essential functions differ based on the specialization and are as follows:
• Operations Recruitment and Staffing Activities (including Entry Level Hiring)
o Provide support for the full range of recruitment and staffing functions to include recruiting, examining, selecting, and placing employees; performing job analysis; and advising management with respect to identifying, attracting, and retaining a high quality and diverse workforce capable of accomplishing the organizations’ mission and on the interpretation of federal and agency policies and procedures, collective bargaining agreements, and guidelines
• Operational Payroll Activities
o Provide support for the full range of compensation administration for the agency to include analyzing, interpreting, drafting, and identifying implementation strategies for law, rules, regulations, policies and procedures; advising management on the use of compensation flexibilities to help recruit, manage, and retain employees; and operational payroll services such as the determination of pay, the maintenance of payroll records, and the completion of related reports pertaining to civilian employees of ICE
• Operational Processing Activities:
o Provide support for the full range of support and guidance for federal HR processing functions
• Operational Classification Activities
o Provide support for the full-range of position classification and position management functions to include position and organizational evaluations requiring the establishment and maintenance of the agency’s position classification program to determine the appropriate pay system, occupational grouping, title and grade of positions, and advising management on position, pay, and organization design including, but not limited to, Fair Labor Standards Act determinations, functional statements, law enforcement retirement coverage, bargaining unit status, and position descriptions
• Operational Benefits Activities
o Provide support for the full-range of benefits functions to include providing guidance and consultation to agency management, employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation programs
• Bachelor’s Degree, Required; Master’s degree preferred
• Must be willing and able to telecommute
• At least 5 years of Human Resources experience required
• Human Resources experience in the Federal Government is highly preferred.
• Delegated Examining Unit (DEU) Certification preferred
SECURITY CLEARNCE REQUIRED: Must be able to obtain or maintain a Security Clearance at the Public Trust level(NAC).
